Oh absolutely, as far as I remember the official numbers for Tokyo estimate around 16000 homelss people, but unofficially the number is said to be around 25-30000. Most of them are from the time that their bubble economy burst in the early 1990's. Some young people too, for the same reasons as in the movie.

The strange thing about homeless people in Japan is that they still seem to retain that dignity they used to have. Packing up their cardboard houses every morning, sweeping the path outside etc.
